The Guyanese Head of State, during an interview, said that the new development bank will operate through a community-focused model designed to bring financial services closer to aspiring entrepreneurs while encouraging collaboration among small business owners.
Under the proposed structure, regional credit officers will work directly with applicants to help develop business ideas, process interest-free and collateral-free loan applications, and monitor projects. These officers will be supported by facilitators, sector specialists, and technical officers who provide mentorship, financial literacy training, and business development support.
A key feature of the model is the creation of business clusters, where individuals with similar interests are encouraged to pool resources, knowledge, and opportunities. For example, several persons interested in pig farming could form a consortium and receive collective support through mentorship, training, and technical guidance. The approach aims to strengthen community development by helping entrepreneurs work together, build capacity, and access investment opportunities that may be difficult to achieve individually.
As businesses grow, sector specialists will provide technical advice and help prepare enterprises for expansion and eventual access to commercial financing. The model is intended to create a continuous pipeline of support, enabling businesses to move from start-up stage to larger-scale operations while fostering stronger local economies and more resilient communities.
