Guyana gov’t clears over 40 oil and gas companies to roll out local content plans

More than 40 companies operating in Guyana’s oil and gas sector have received approval for their 2026 Local Content Annual Plans, marking another significant step in advancing local participation and value creation across the country’s rapidly growing energy industry.

The approvals were formalized during a signing ceremony hosted by the Ministry of Natural Resources through the Local Content Secretariat.

Among the companies receiving approval were ExxonMobil Guyana Ltd., MODEC Guyana Inc., CNOOC Petroleum Guyana Ltd., Guyana Deep Water Operations Inc., and SLB.

Under the Local Content Act, reporting contractors and subcontractors are required to submit annual plans outlining how they intend to fulfill their local content obligations throughout the calendar year.

These plans include commitments related to procurement, employment, and capacity development, and serve as a roadmap for increasing opportunities for Guyanese businesses and citizens.

The Local Content Secretariat conducts a comprehensive review of each submission to ensure alignment with the requirements and objectives of the legislation. Through an iterative review process, companies work closely with the Secretariat to address observations and strengthen their plans prior to approval.

The approval of more than 40 annual plans demonstrates the continued commitment of industry stakeholders to local content development and reflects growing collaboration between the Government and the private sector to maximize the benefits of Guyana’s natural resources.

Speaking at the ceremony, Minister of Natural Resources Vickram Bharrat commended the Ministry’s staff, particularly those within the Local Content and Petroleum departments, for their dedication and contributions to the growth of the sector. He also expressed appreciation to the companies for their ongoing partnership in supporting national development objectives.

With approvals now in place, companies are expected to implement their plans as submitted. Together with subsequent reporting requirements, these approved plans will help monitor local content performance, support greater participation by Guyanese businesses, and contribute to retaining increased value within the local economy.

As Guyana’s energy sector continues to expand, the implementation of these plans is expected to create additional opportunities for local suppliers, strengthen workforce development, and further integrate Guyanese enterprises into the industry’s value chain.
