The Guyana Lands and Surveys Commission’s Land Management System provides an online starting point for persons and organisations interested in public land. The intake begins with account and profile information and an Expression of Interest, or EOI.
An EOI is an intake submission. It is not a land approval, allocation, lease or promise that the requested parcel is available.
Confirm that GL&SC is the correct authority
The GL&SC route concerns State and Government land administered through the Commission. It is separate from:
- private property recorded at the Deeds Registry or Land Registry;
- CH&PA house-lot and housing-unit allocation;
- State forest administered under the forestry framework;
- mineral rights and mining authorisations;
- Amerindian or community lands;
- protected areas; and
- non-private lands in areas governed through another responsible authority.
If the land category or authority is uncertain, confirm it before preparing a project submission.
Create the correct account and profile
The current Land Management System allows an applicant to choose an individual or business account and complete the profile information required for the submission workspace.
Prepare accurate legal and contact information. A business submission should use the organisation’s current registered identity and authorised representative information.
Build the Expression of Interest
The online system asks for the project and land request at a level that GL&SC can review. Depending on the live form, this may include:
- the applicant or organisation;
- a description of the proposed project;
- preferred region or location;
- parcel references, where known;
- the approximate land requirement;
- proposed use and implementation information;
- investment or project timing; and
- supporting plans, identification and other documents.
Describe the proposed use clearly. Do not describe an activity as automatically permitted merely because it appears as an option on an older form.
Treat the EOI as the first stage
After intake, the wider GL&SC process can involve:
- land-availability checks;
- an inspection-fee stage and field inspection;
- formal application and application-fee stages;
- verification and review;
- an approval decision;
- cadastral survey routing;
- survey-plan approval or recording; and
- lease preparation, registration and delivery.
Not every EOI advances. No guaranteed approval, parcel, fee, lease term or processing time should be inferred from submission.
Prepare a defensible submission
- Confirm that the land is within GL&SC’s public-land administration route.
- Identify whether the applicant is an individual, company, cooperative or other organisation.
- Prepare the project purpose and approximate land requirement.
- Select a preferred region or parcel only where there is a reasonable basis.
- Assemble the supporting documents requested in the live system.
- Create the account and complete the profile accurately.
- Submit the EOI and retain the confirmation and submitted package.
- Monitor the workspace for requests or status updates.
- Do not incur parcel-specific development costs on the assumption that intake equals approval.
Fees, rents and timeframes
Current official material supports the existence of inspection, application, survey and related payment stages. It does not provide one complete current public schedule for every application, rent, survey or lease service.
Confirm the applicable amounts and payment instructions directly with GL&SC. Historical statutory charges must not be presented as current operational fees.
Common mistakes to avoid
- Treating an EOI as a formal approval or lease.
- Applying to GL&SC for CH&PA, private, forestry or mining land.
- Assuming a preferred parcel is available.
- Quoting an old fee or processing period as current.
- Omitting the proposed use, project information or supporting evidence.
- Beginning development before approval, survey and lease stages are complete.
- Assuming a land lease automatically grants mineral, forest or other separate rights.
