Hiring a worker creates tax, social-security, payroll and recordkeeping responsibilities. Business registration alone does not register the enterprise as an NIS employer or establish its PAYE system.
Set up the employer records before the first payroll rather than trying to reconstruct them after deductions become due.
Confirm the business identity
Keep the business or company registration, TIN, operating name and address consistent across DCRA, GRA and NIS records.
If the employer is a company, use the company’s TIN and authorised representatives rather than a director’s personal tax identity.
Register with NIS
Complete the current NIS employer-registration route and provide the supporting business, tax and identification documents requested by the form.

Employer registration is separate from registering each employee. Confirm the current employee-registration form and evidence directly with NIS; the controlled pack does not establish one complete universal employee-form package.
Set up PAYE with GRA
PAYE is the employer’s system for deducting and remitting income tax from employment income where required.
Set up payroll to apply the current tax rules, keep employee declarations and supporting records, remit deductions and file the required returns. See PAYE for Employers in Guyana.
Calculate NIS contributions separately
NIS contributions are not PAYE. Use the current insurable-earnings ceiling, contribution rate and employer/employee shares established for the relevant period.

Establish payroll records
Maintain records sufficient to show:
- employee identity and start date;
- employment terms and earnings;
- gross pay and taxable or insurable components;
- PAYE and NIS deductions;
- employer NIS contributions;
- leave, benefits and adjustments;
- filed schedules and returns; and
- payment receipts and reconciliations.
NIS guidance also refers to approved wage or earnings records and an accident register where the stated employee threshold applies.
Build a monthly control
Assign responsibility for payroll preparation, review, filing, payment and reconciliation. Record the current due dates from GRA and NIS and revalidate them whenever legislation or operational guidance changes.
Do not assume filing a schedule completes the payment, or that payment replaces the required schedule.

- Confirm the legal employer name and TIN.
- Register the employer with NIS.
- Register employees through the current NIS route.
- Establish PAYE payroll treatment.
- Configure current NIS rates and earnings ceilings.
- Create employee, wage, deduction and accident records.
- Calendar filing and payment dates.
- Reconcile payroll to GRA and NIS submissions each period.
- Retain receipts and corrected submissions.
Common mistakes to avoid
- Treating business registration as NIS registration.
- Using a director’s TIN for the company payroll.
- Combining PAYE and NIS into one deduction.
- Applying stale tax rates or earnings ceilings.
- Registering the employer but not the employees.
- Keeping payment evidence without the filed schedule or return.
